NEW DELHE ;Delhi will have a seven member council of ministers and a legislative assembly with restricted powers Under a new governmental set up, ac- cording to two bills introduced in the Lok Sabha, the lower house of the parliament Monday.
The constitution (74th amendment) bill, moved by the home minister, S B Chavan, said that the assembly will not have powers to legislate matters of public order, police and land.
Unlike states where governors have the power to appoint chief ministers, in Delhi, the chief minister would be appointed by the president and the ministers shall hold office during the plea- sure of the president.
PATIALA: The state unit of the Janata Dal has appealed to the Akali Dals to review their decision to boycott the forthcoming elections in Punjab as this would be a sort of referendum against the Congress(I),““which is responsible for the Punjab problem”.
Seven militants and six security men were among 14 per- sons killed in the northern state of Punjab since Monday night.
Five border security force personnel of the 74th battalion were killed when two of their vehicles were blown up in a powerful landmine blast near village Chhachrauli in Ludhiana district Dec.15. A head constable and three constables were injured in the attack.
The killed Jawans were identified as sub inspector Sarwan Singh, Naik Khosa Ram, constable driver Pradhan, Naik K.P.Bhomika and Naik M.R.Pathak.
BHAJAN CRITICIZED: On the claim of the Haryana chief minister, Bhajan Lal that the controversial SYL canal was being handed over to the Border Roads Organization, Chavan said it was “in- correct”. I don’t think this is time for issuing such provocative statements,” he remarked.
However, he conceded that the “ego and prestige of the people in the state had been hurt and a balm was needed.
