On September 2526, 1995, it was reported that a series of bombs exploded in Delhi and its surrounding areas injuring more than 5O civilians, including women and children. The Press Trust of India reported that the Khalistan Liberation Force had claimed responsibility.
The Council of Khalistan categorically condemns these heinous crimes against humanity and wishes to reiterate once again that this is the handi work of killer squads, one of which is the KLP, that are under the control and patronage of the Indian Intelligence Services. These groups, m the name of Khalistan, carried out similar crimes in the past in the Punjab. Their purpose was not only to tarnish the image of the legitimate Sikh struggle for National independence, but also to provide the Indian State with the raison deter to crush the Sikh people physically be employing armed forces and continuing with the occupation of the Sikh Homeland in the name of ‘combating militancy and terrorism. In June 1991 when the Dethirulers were forced to hold elections in Punjab due to international pressure, the Congress Party boycotted these elections whilst 27 Sikh candidates were killed by these killer squads. The elections were subsequently postponed until the following year. This time, when the Congress Party contested these elections, and the Sikhs boycotted them, not asingle bullet was fired hence facilitating Congress to capiare power in the State. In order to justify Congress rule in Punjab, the Indian Intelligence Services had to dismantle counterinsurgency groups by eliminating them in false encounters,
Reports by Amnesty International and other international human rights Organizations have exposed the brutalities committed by the Indian State against the Sikh people, The Sikhs of Punjab are now mobilizing the Courts and cases of murder, torture, disappearances etc. have been registered against 14 of the 20 District Police Chiefs and many of their subordinates. Sikh organizations have also started to campaign for the release of thon sands of detainees held under draconian laws, to document the abuses of human rights suffered over a decade and to politically organize themselves again to challenge the onslaught of the Indian state.
Elections are also due at the Center next year and in the absentee of any programs for addressing the growing poverty, destitution and displacement of millions of people in the Indian State due to centralization of economic and political power, the ruling elites are beginning to manufacture external threats from Pakistan, along with Sikh and Kashmiri terrorism, to divert attention torn the real issues.
The recent killing of Beant Singh, the Chief Minister of Punjab, and the bombing campaign in Delhi is the beginning of a new phase in state sponsored terrorism to create fear and instability. This will strengthen the hands of the Security Forces to crush opposition social and political movements, especially in Punjab and Kashmir, that are campaigning for the reorganization of power structures to protect their livelihoods, cultures, environmental and human rights and also is an attempt to help Congress win votes in the name of maintaining the so-called unity and integrity of the Indian State, Ajit Singh Khera Press Secretary, Council of Khalistan London.
