CHANDIGARH: V.K. Jhanji of the Punjab and Haryana High issued Contempt notice of Motion to Shamsher Singh Dullo Excise and Taxation Minister Punjab R. K. Bedi Senior Superintendent Police Khanna and three ‘others for July 15 1994 in a contempt petition filed by the residents for village Nasrali of Ludhiana district.
The petitioners alleged that the agricultural land measuring 2289 ‘kanal was in their ownership and possession prior to consolidation the consolidation authorities Kept 1673 kanal for common purposes ‘under the control of village /Panchayat. The remaining 1616 S kanal which was a Bachet land ‘was also wrongly transferred by the consolidation authorities in on the name of the Panchayat the fit right holders who were the owners the left out land demanded its ‘distribute and reversion but led ultimately the Director Consolidation after hearing the panchayat ordered the Consolidation Officer to distribute the land among the proprietors of the village vide its order dated June 12 1992. The owners were given possessions and mutation was Sanctioned in their name.
Shamsher Singh Dullo who was elected from the Khanna constituency to which the petitioners belong approached them for selling the land measuring 1616kanals to him Benami by paying only Rs I crore whereas the present value of the land is more than 6 crores.
The owners refused to sell the land to him at such allow rate The minister got offended and threatened them from entering the area He directed the Station House Officers of Police Stations Khanna to register criminal case against them in order to teach them a lesson.
The High Court issued notice of motion for June 17 1994 to Dullo Joginder Singh Sarpanch and the SHOs of Khanna and Isru They all appeared in the High Court through their counsel on june 17 .1994.
