NEW DELHI: Even as VP Singh announced a step by step approach to the Punjab problem and called ‘on all parties to associate themselves with this exercise, the Cong-I after four and half hours ‘of discussion at the all-party meet here on Dec 17 disassociated itself from the broad consensus which was emerging.
PV Narasimha Rao a former minister said there could be no consensus as his party had no hand in drafting it.
