The Ununiformed police Service called the Central Bureau Of Investigation and the Intelligence Bureau, to say nothing of RAW have over the years fully geared themselves to respond to the demands of the ruling party in Delhi, Like the TAS and other Central Services, the IB and the CBI too look upon the Congress (I) as a natural ruling party in Delhi and others as aberrations. So the IB and CBI chiefs get their names linked to the Prime Minister and his no responsible advisers.
Everyone knows how the CBI and Mr Mohan Katre converted itself in to a service organization for the Congress (I) and for certain business interests, The new CBI Director, Dr. Arun Prosad Muk herjee, has to live down an image and a reputation, both those of his predecessor.
Dr. Mukherjee is a non-controversial police officer from the ‘West Bengal cadre of the IPS. A possible rival to him was Dr. S. Subramaniam, who was called back from West Germany where he was a senior official in the Indian Embassy. Both these officers have an exemplary service record without any taint of political allegiance. It was largely because of this that the Government toyed with the idea of another extension to Mr Katre. Mercifully for the CBI, though unfortunately for Mr Katre, the Indian Express, and the Hindu, the former exposing the Reliance connection and the latter the Bofors link of the former CBI chief, dashed his hopes.
Of course, the CBI over the years has been turned into an organization of selective witch hunting rather than an institution to prevent and punish the corrupt. Dr Mukherjee will find it difficult to break the system but one hopes he changes the image.
