UNITED NATIONS, (PTD — India has opposed a proposal that states should give a reason for refusing to admit any UN fact-finding mission, saying that it would not be acceptable to members “We must strive for wider consensus to make it effective in practice’, India’s representative, LL. Gill said’ at a meeting of a special committee of the United National general assembly.

He pointed out that the success of any fact finding activity depended upon full cooperation of the state where it is carried out. Therefore, it is essential that a fact finding mission be sent with its consent, he added.

Once a state has given consent, it can offer cooperation and facilities to enable the mission to undertake its activities in an impartial and effective manner,” he said.

Gill said the system e5tablished by the UN charter should enable the security council and the secretary general to function with requisite flexibility and effectiveness whenever and wherever situations involving threats to international peace and security arise.
