Dear Mr. President,

It is with great concern that I write to you today on behalf of the World Sikh Organization and the people of Punjab. We hear from newspaper stories published in Punjab newspapers, The Ajit and the Tribune of Chandigarh that the Indian government is moving in thousands of additional troops into an area that already has 120 thousand armed military forces stationed. This massive mobilization is being done very openly on the pretext that they anticipate trouble during elections, which are being promised for February 1992.

This size of troops is capable of a major offensive. Certainly this is not a number needed for law and order supervision. The government of India has been waging war against its minorities for some time now. Rather than protect life and liberty of its citizens, the government of India is the worst offender of human rights. Indeed we feel that they are openly practicing gen0cide of the Sikh people of Punjab. You need only look at their record, not only in Punjab but Kashmir and Assam to name a few trouble spots.

We request that you consider India’s dismal human rights record of the past and that you send the United Nations Security Force or the United Nations Peace Keeping Force into Punjab to supervise the said promised elections. In 1984, prior to Operation Blue Star, India expelled all foreigners and particularly all journalists before the assault on the Golden Temple. They choose a time when the Temple was filled with a civilian congregation of women and children and the elderly. Since then there has been an active campaign to control all information coming out of Punjab: and have managed to depict Sikhs as terrorists and trouble makers not only in India, but the world over. Such manipulation of the Media and thereby world opinion, must never again be permitted.

You have been fore warned. You must send in the United Nations Peace Keeping Force, to prevent further bloodshed. We are not the only ones to send out the warming. I am sure that you are well aware of Amnesty International’s Report as well as that of Asia Watch and the Punjab Human Rights Organization. The situation in India — is out of control. The people are desperate. We fear that once again Sikhs will be slaughtered. You have helped the Kurds in Iraq. Now in the name of justice you must also help the people of Punjab. You can prevent major bloodshed. To do any less, would make you responsible for loss of life that is entirely preventable.

I would very much appreciate if this letter was made available to all member countries of the UN Security Council. I trust that shall hear from you, very soon.
