CHANDIGARH: Nearly 40 panchayats of the Fatehgarh district appealed to militants to Release Dr. Pritam Singh Kooner, a relative of Jagmohan Singh Kang, minister of state for revenue, who was kidnapped from his residence in his village last Friday.
