Dear Singh Sahib Bhai Jasbir Singh Ji:

Waheguruji ka Khalsa Waheguruji ki Fateh

First of all permit me to send you, and through you to the entire Sikh nation wherever domiciled, my heartfelt felicitations at your being placed in your rightful position at the Akal Takht. At this historic moment in the life of our struggle for the sovereign State of Khalistan I would like to offer the following suggestions for implementation by you and the Panthic Committee:

  1. To carry out the mandate of the last SARBAT KHALSA for establishing a sovereign State of Khalistan, ENJOIN all Sikh groups, jathas and parties all over the world, including and especially including the Akali Parity members of all factions, into one new social and political entity of PANTH KHALSA; and having achieved that solidarity, EXPLORE means and methods of restraining innocent bloodshed by appealing to the good sense of al! People — Sikhs, Hindus, Christians, Muslims and others — and OPEN negotiations with the government of India for the purpose of bringing Khalistan into being.

2, SRI AKAL TAKHT SAHIB, the sanctum sanctorum of “Miri” as distinct from SRI HARMANDIR SAHIB, the sanctum sanctorum of “Piri” be restored to its true position in the PANTH and in the psyche of the PANTH by designating it the permanent headquarters of PANTH KHALSA.

  1. The Panthic Secretariat be established at Sri Akal Takht Sahib and it be equipped with the most modern means of communication and administration and be staffed by appropriate persons.
  2. The Jathedar Sahib of Sri Akal Takht along with the Panthic Committee in whom faith is reposed by the whole nation no matter where domiciled take up earnestly the task of formulating policies, giving direction to and leading the PANTH towards its ultimate goal of an independent sovereign State of Khalistan
  3. The Jathedar Sahib of Sri Akal Takht make an announcement internationally that in keeping with and to ensure the continuation of the Sikh tradition of democracy at the grass root level, a SARBAT KHALSA shall be called at least once a year and more times as need be and that this SARBAT KHALSA shall be constituted of the delegates from all the Sangats, Sampardas and units of the PANTH worldwide. The Panthic Committee shall also invite to these SARBAT KHALSA gatherings, by special invitation, such Guru Sikhs as have been rendering or have rendered commendable services to humanity in the field of education, science and research, economics and politics and other fields.
  4. The Jathedar Sahib of Sri Akal Takht appeal to the entire Sikh nation no matter where it be domiciled to create a PANTHIC KHALSA TRUST FUND based in a financial capital of the world, to which FUND all Sikh individuals, businesses, institutions and Gurdwaras be directed to contribute 10% of their annual income and that this FUND be professionally managed to provide encouragement to Sikh endeavors in business, industry, media, trading and other fields by supporting feasible proposals at advantageous/concessional rates of interest and invest on its own in projects and activities which are likely to promote the overall cause of PANTH KHALSA.
  5. The Jathedar Sahib of Akal Takht demand and obtain the allegiance of all the Sikh Sangats in the world to the ideals of MIRI and PIRI as enshrined in the institutions of Sri Akal Takht Sahib and Sri Harminder Sahib on the basis of the Ardas, “Nanak Nam Charhdi Kala, Tere Bahane Sarbat Da Bhala”.

I am sure I am not the only one who would like to submit for your consideration suggestions on the present and future issues relevant to the Sikh nation and I hope that those who make representations to you in these respects will get due consideration in the true tradition of the Sikh society.
