NEW DELHI: In what amounts to a virtual reversal of its earlier order the Indian government has “amended” its decision allowing Amnesty International from entering Punjab and Kashmir.

The new order restricts the Amnesty representatives to private visits and visits to meet government officials only.

There is a bill pending in the U.S. Congress to stop development aid to India unless India allows human rights groups to investigate rampant state repression against Sikhs and Kashmir Muslims.
