NEW DELHI: On the heels of the revelation of massive involvement of two US banks Citibank and Bank of America in the Rs 900,000-crore (US $300 million) securities scam it now appears that the country’s external intelligence outfit too has Developed far-reacting US conceptions. The Personnel department of the Union government has recently submitted to the Prime Minister P.V Narasimha Rao preliminary report which shows the abiding American connections of top officials of the Research and Analysis Wing (RAW) of the Cabinet Secretariat The RAW which is placed under the Secretary(R) in the Cabinet Secretariat functions on an undisclosed budget and has over a thousand agents and operates posted in different pas of the world including the Western capitals
According to the report the son of G. Bajpai the former Secretary (R) is an MBA from a US university and a Green Cardholder who had been employed in a corporation until recently when he was directly recruited officer The son of A.. Verma Bajpai predecessor as Secretary (R) is now settled in the US Interestingly Narasimham the present Secretary (R) has three of his kins his son daughter and son in law in the U.S. two retired senior officials of the RAW who: have
their sons holding Green Cards are B. Balakrishnan former Special Secretary and S. Chandra Shekar former Additional Secretary. Arjuna the present additional secretary also has one: son settled in the US. Still interesting is the case of RJ. Khurana who had been in the US till 1990 who became Additional Secretary his entire family has now settled in the US.
The report reveals the nepotism evident in senior appointments in the RAW and of the five officers directly cruited Grade of the Research and Analysis Service (RAS) this year is reflated to one top officer of the other. Bajpai son for example is a classic example of such nepotism. The government is in fact inquiring into the present status of his Green Card.
The second direct recruits the son of P-P.R. Nair Special Secretary in the Home Ministry who is an RAS officer. Another recruit is the brother of J.K. Singh Commissioner RAS now posted in Calcutta. The two their direct recruits this year are the daughter and son-in-law of S.M Wanthy former Chairman of the Joint intelligence Council (JIC) and an ex-member of the RAS .
