Knowing of your concern for the conditions in Punjab and throughout India I want to take this opportunity t0 share with you a great victory we have achieved.

On June 25, 1992 we were successful in the House of representative at adopting an amendment which stripped $24 million in US foreign aid to the nation of India. I have been leading the fight to send a strong message to India that the United States will not stand for the serious human rights violations in India

The House of Representatives have repeatedly adopted language calling on India to improve its human rights record to end detentions without charge as well as ending the torture rape and murder of those held in police custody. I myself had language included in H.R. 2509 the Foreign Assistance Authorization which put India on notice that human rights abuses would no longer be tolerated. Unfortunately these calls have been repeatedly ignored by the Indian government and conditions have not improved and we were able 10 convince the House into cutting development assistance 19 India by a vote of 219-200

It is my sincere hope that our efforts will bring about genuine change in India and an end to the abuses of human rights by Indian governmental forces. Please know that will continue to fight to ensure the human rights of Sikhs as well as all others in India.

Knowing of your interest in Congressional action regarding human rights in India i am writing to inform you of significant actions taken by the House of Representatives on June 25, 1992.

As you are well aware the government of India has continued its human rights abuses in the provinces of Punjab and Kashmir. Human rights organizations have reported sexual assaults against women the torture and killing of suspected political prisoners and the taking of suspects without a warrant or charge.

Responding to these concerns the House approved an amendment to Foreign Aid Appropriations bill that eliminates $24 million in U.S. Developmental Aid for India. T strongly supported this amendment

The purpose for our actions was to signal US. Displeasure with India for their conduct in the Punjab and Kashmir regions until the government of India suspends its oppressive policies and respects the human rights not all of its citizens will continue to support efforts to reduce the amount of developmental aid that India receives
