NANDYALA.P (P T I): Indian Prime Minister P.V.Narasimha Rao last week denied that recent foreign secretary level talks between India and Pakistan were a failure and said any settlement would have to be bilaterally arrived at keeping in mind the Shimla Agreement

He told reporters here that the question of transborder and exported terrorism would have to be dealt with first before any decision can be taken on establishing a popular government in Kashmir.

The prime minister in his public meetings during the course of the day in Nandyal constituency in the southern stile of Andhra Pradesh indicated that the government was keen on establishing the democrat process in Jammu and Kashmir but not before the atmosphere was conducive for it.

He said the issue of transborder terrorism was discussed at the recent meeting with Pakistan but he was not aware of the details for he was yet to go through the report submitted by foreign secretary J.N. Dixit.
