NEW DELHI: The surveillance on Mr Rajiv Gandhi by Haryana police plainclothesmen over which the Congress-I created rumpus in both the Houses of Parliament on Monday was in fact started by one of the Congress I leaders of the state.
It was during the tenure of Mr Bhajan Lal as Chief Minister the Haryana CID started political surveillance in the Capital with an official of the rank of Deputy Inspector-General of Police overseeing the operations.
During Mr Bhajan Lal’s tenure the Haryana CID not only started a watch on his political rivals and party colleagues they also even went to the extent of shadowing the then Prime Minister Mr Rajiv Gandhi’s wife Mrs Sonia Gandhi.
The shadowing of Mrs Sonia Gandhi came to light one day when a Haryana police car trailing her collided with her car near the Race Course Road about four years back and fled.
A high-level inquiry was then ordered by Mr Rajiv Gandhi himself What happened to that inquiry which was conducted at the top level in the Home Ministry was not made public and the matter lay buried.
The incident also resulted in an inquiry by the Special Protection Group which is responsible for the security of the Prime Minister and his immediate family members and a number of changes were effected in the composition of the cavalcade of the Prime Minister and escort and security cars accompanying the then Prime Minister’s family members on their journeys within the city and outside.
Mr Rajiv Gandhi had at that time taken serious note of the issue and had even given a dressing down to the Home Ministry officials.
He was so infuriated that he had asked Mr Bhajan Lal for a personal explanation. The Haryana police car which bore an Ambala registration number was not traceable and on inquiry the state police officials said that the car with the number in question had been scrapped long ago.
At that time a number of Haryana Ministers and Congress-l leaders had complained to Mr Rajiv Gandhi that their political activities were being subjected to constant surveillance at the instance of Mr Bhajan Lal. What happened to the complaints from the Congress-I leaders was also not known.
The deployment of a Haryana police detachment in the Capital began in the late seventies ostensibly with the purpose of providing security cover lo state VIPs during their stay in the Capital. Later it was supplemented by a posse of the plainclothesmen in the light of increased security requirements following spurt in terrorist activities in Punjab and Delhi.
