The Honorable H.D. Deve Gowda Prime Minister of India South Block New Delhi, India Dear Prime Minister Gowda:
Congratulations on winning the confidence vote in the Indian Parliament. On behalf of the Sikh Nation, I sincerely wish you the best and hope that you will be successful. You have the opportunity to represent the 70 percent of the population which has been disenfranchised under the rule of Brahmin elites. You have been given the opportunity (o rule in a way that truly respects freedom for all the people of India. Keep in mind that you will be expected to serve the interests of the people you represent with wisdom, sincerity, and honesty. I would like (o offer a few suggestions to you as a well-wisher. Mr, Rajinder Puri of the Times of India wrote that India has “a rotten, corrupt, repressive, and anti-people system.” To establish a clean government, you must take the following steps. First, dissolve the Union Public Service Commission, The Indian Administrative Service (IAS) and Indian Police Service (IPS) cadres must also be dissolved. These are the agencies responsible for recruiting the very elites who will try to thwart your effort to bring the changes necessary to include the disenfranchised 70 percent majority you were elected to represent. I caution you that if the BJP returns to power, the high caste bureaucracy will change its loyalty from Congress to BJP. That would be detrimental to the 70 percent of the population you were elected to represent. The practice of transferring members of the Judiciary from one stale to another must be ended, Carry out your pledge to decentralize power. Devolve power to the states and make sure that the central government will never again be able to dissolve the duly elected government of any state. Also decentralize control of the police, the police are so rotten and corrupt that they must be dismantled and completely rebuilt at the local level under state supervision. There should not be any central police organization. Finally, hold mayors responsible for communal riots that happen in their cities. Punish them for these acts and reward them for clean government. These steps will show that you are committed to ending the corruption brought about by the bureaucracy which exclusively serves the Brahmin elite.
As you know, India is not one country, but a conglomeration of many countries thrown together by the British for their administrative convenience; Its 18 official languages demonstrate this point. Maintaining this artificial structure by violence is doomed to failure because it is not in India’s best interest It is in best interest of India and all the people subcontinent to divide India into its natural nations. Freedom is the essential right of all people and nations, and there will not be any peace in the subcontinent until these nations are free. When India received its independence from Britain, the Sikh Nation Was an equal partner in the transfer of power. As you recall, three nations were to receive’ power: the Hindus, the Muslims, and the Sikhs. The Sikh leadership took its share” with India on the solemn promises of Nehru and Gandhi that our rights would be respected and no law would be passed over the opposition of the Sikhs, Those promises were not kept. As you are aware, when the Indian constitution was signed the Sikh representatives refused to sign it, and to this day, no Sikh has ever is Indian constitution. Sikhs do not h’ problem with India, but we do have = problem with India’s occupation of our’ country. We choose to live in freedom, peace, and dignity in our own country.
It is encouraging to see your statement that you will give maximum autonomy 10) Kashmir. The solution is to have a plebiscite there. The Brahmins’ “solution” was” to kill tens of thousands of Sikhs, Kashmiris, and Nagas. Instead, they should’ be given their freedom. I call upon you to declare that the Sikh Nation has a right to its own country, and then sit down with the Sikh leadership to demarcate the boundary between India and Khalistan. Meanwhile, you should release all political prisoners without further delay. They should be given complete amnesty. In particular, I urge you to release Jaswant Singh Khalra. Recently, an American citizen, Balbir Singh Dhillon, was arrested during a Visit to Punjab. He is being held on fake, trumped up charges, His arrest and continuing detention leaves a very bad taste in. the mouths of the Sikh Nation and the U.S. government. The release of these Sikhs would show that you are committed to democratic values; we are committed to achieving the independence of Khalistan by the same means India used. Ours is a pea democratic, nonviolent move, as the gress governments have consistently tried to do.
I look forward to your response, we hope and pray that your government is & stable one which serves the people and brings freedom, liberty, justice, and peace for all. T offers these suggestions in sincerity and honesty. In the interest of the people of India and the South Asian subcontinent, I hope that you will listen to them. If you do, you will go down as a leader of foresight and wisdom.
Dr, Gurmit Singh Aulakh Council of Khalistan.
