CHANDIGARH: The Senior Superintendent of Police, Chandigarh, S.S.Saini, has placed Sub-Inspector, Dlip Rattan, who happens to be the son of Sita Ram, SP (Intelligence), under suspension for illegally confining and torturing a head constable and guard of Gian Singh SP (Crime) of Punjab. The head constable received multiple injuries including a fractured foot.

Kewal Singh, guard of Dilip Rattan, has also been suspended and both have been sent to the Police Lines.

The incident took place at the Bus Stand, when Dilip Rattan in charge of the Bus Stand Police Post, noticed an armed man in plain clothes along with a uniformed man, who was carrying an SLR. When Dilip Rattan asked the two to accompany him to the Police Post upstairs, the man in plain clothes identified himself as head constable Harjit Singh of the Punjab Police and also the guard of the SP (Crime) and said the other person was constable Harsharan Singh, He told the SI that they were waiting for the bus for Patiala, which they would miss if they had to go to the Police Post. He even offered to show his identity card.

However, the SI refused to entertain his pleas and took him away to the Police Post. Constable Harsharan Singh succeeded in running away but the head constable was tortured. It was alleged that the SI along with his gunman had allegedly employed third degree methods on him, including hanging him upside down.

The constable succeeded in contacting the SP. Gian Singh, who informed Saini and the ASP, Arvind Deep, about the incident. Finally, the ASP managed to secure the release of the head constable along with the arms and personal belongings which the S l had “recovered during his personal search.”
