SHIMLA: Samajwadi Janata Party President and former Deputy Prime Minister Devi Lal demanded implementation of the 1970 Indira Gandhi award and the 1976 Supreme Court award to solve the territorial and never water disputes respectively between Punjab and Haryana.
Addressing a news conference here Devi Lal who is currently on a seven day Chetan Yatra tour of Himachal Pradesh since May 13 said his party would oppose any accord which went against the interests of Haryana.
Replying to a question on the Punjab problem Devi Lal said fresh elections should be held in the state since the Beant Singh Government was not represent alive of the people.
He said states should be given more powers and said he favored the formation of small states for their speedy development.
Devi Lal said he would form a new political party on Oct.2 and would recruit people from the grass root level.
Demanding restructuring of the Constitution he said the electorate should have the power to recall their representatives if they did not perform their duties in accordance with their wishes and if they failed to safeguard their interests. He said the distribution of tickets for elections should be made at the constituency level in consultation with the people and not at State and national Capitals. He said the changes in the Constitution were warranted.
