RUSSIA MOSCOW: Russian voice president A.Ratskoi alleged in a report to parliament that Indians paid kickbacks in the purchases of crude oil from Russia. Involved in the scandal was Russian deputy minister for foreign trade Shibayev and his men who received US dollar 30 million as kickbacks. The commission paid was at the rate of US dollar five per barrel, according to the vice president. The middleman was an Indian based in the U.K. No further details were given by the vice president.
