We are reproducing the following report from the Tribune, Chandigarh, dated November 13, 1987. The author of this highly, distorted and mischievous piece is Secretary of Punjab Wing of Communist Party of India is also members of its Central Polit-bureau, Mr; Malhotra is believed to be the paid agent of the Soviet Union and acts as a liaison man between Rajiv Gandhi and his Russian bosses. The report is intended to portray WSO as a “terrorist” organization so as to preempt it from securing US, intervention in putting an end (of the Sikh persecution in India. Mr. Malhotra brands Sikh young men fighting against Soviet inspired State terrorism as “terrorists” forgetting that they are only discharging their religious duty in combating oppression in the true spirit of the teachings of Guru Gobind Singh. The report is being published to highlight the role being played by the Soviets in exterminating Sikhs whom they consider as serious hurdle in their designs of Communist expansion.
THE arrest of Balkar Singh, an emissary of the“ World Sikh Organization” (WSO) by the Amritsar police and revelations ‘made by him in his statement and given to the Press by the Amritsar police chief, Mr. izhar Alam Khan, are important and significant.
They have to be seen together with certain other facts. Another emissary of the WSO has not yet been arrested. He is reported to have been sent to decode the message which Balkar Singh brought for the “terrorist” leaders to ‘whom a million rupees each were paid by Balkar Singh. In September another emissary Daljit Singh is reported to have been arrested by the Gurdaspur police and in’ October in Karnal Kul‘winder Singh was taken in custody by the Haryana police.
All these WSO emissaries are from Toronto (Canada).
Recently the “Panthic Committee” — viz political leadership of the “extremists” — claiming 10 have the sole authority to nominate the Sikh high priests, announced the Council of Khalistan of 11 members, a majority of whom are living abroad, mainly in US.A. And Canada, the “Panthic Committee” has also separately declared that this Khalistan Council alone has the power to negotiate on behalf of Sikhs and will negotiate only if Khalistan is on the agenda and settle for nothing short of an independent “Khalistan”.
In these called Sikh convention. Convened by the Acting Jathedar of Akal Takht, Mr. Darshan Singh Ragi, a spokesman of the main “terrorist” organization made it clear that they would agree to nothing short of a sovereign “Khalistan”, to be achieved by armed struggle and under their leadership.
As Mr. Darshan Singh and a big majority of speakers and participants in this convention did not agree with this, they were threatened with the dire consequences the convention proceedings and the subsequent hasty retreat and retirement of Darshan Singh made it obvious to the “terrorist” cadres that they could not make him go whole hog with them.
They took steps for an alternative guiding body on term of the “Khalistan” Council and Mr. Gurbachan Singh Manochahal himself became the Acting Jathedar of Akal Takht. Both the Ragi and the United Akali Dal leaders had failed to realize the fact that “extremists” whom they had been extending aid and moral support would not — and could not — budge an inch from their rigid stands and agree to except Mr. Darshan Singh Ragi (or his nominee) for a negotiated settlement as. They had controlling center abroad.
The recent facts point (0 the WSO to be such a supreme commanding center for the “Khalistani terrorists Mr. Izhar Alam says several “extremists” in police ‘custody had made statements that they were carrying out their violent acts at the biding of somebody unknown to them.
It would not be wrong to infer that the main source of such plans and instructions is the WSO which has recently stepped up sending ‘emissaries and financial aid directly to the “terrorist” groups, It must have been using a sub Centre based in Pakistan, with President Zia’s help and patronage and may still be using it, while also resorting to direct contacts.
Some facts about the WSO founded on July 2728, 1984, will help us grasp the important role of this organization, the founding convention was held in the Madison Square Garden, New York City.
The keynote address to the several hundred Sikh youths was delivered by Gen. Jaswant Singh Bhullar (Retd.) who has evaded arrest in India. He reached the USA. On May 30, 1984. The proceedings of the convention and its subsequent activities make it clear that it was intended to be a center abroad for “terrorism” and also a body for mobilizing support in the Western countries and for recruiting “terrorists” from the Sikh residents there
The President of WSO is the multimillionaire Didar Singh Bains, owner of orchards and farms in California and settled in Yuba City. It’s General Secretary. Mr. J.S. Bhullar, is one of the four Generals who form the military command of “Khalistan” “terrorism”, He along with Gen. Iqbal Singh and Mr. Parminder Singh, now form this command for WSO while the fourth, Gen, Shubeg Singh, the military adviser to JS Bhindranwale, was killed in the Operation Blue Star. All of them are considered to be experts in “guerrilla warfare” and Iqbal Singh is believed to be the author fan instruction manual on sabot age and subversion.
The WSO has an executive with 10members each in USA, UK, and Canada, one each in Holland and Norway and 11 in India. For obvious reasons the 11 names have been kept secret,
These revelations should serve as a warning against complacency ‘and wishful thinking. The ramifications of the “terrorist” organizations, their command center, the huge resources at their disposal and the powerful imperialist circles standing behind them should make it clear that “Khalistan” “terrorism” is not just a law and order problem.
