I hired a rickshaw from my house to the bus stand in Hoshiarpur on July 9, 1989. When we reached the bus stand I told the rickshaw puller to drop me inside as I had a lot of luggage.
When he was coming out some BSF security personnel posted at the bus stand gate caught hold of him, took his rickshaw in their custody and told him to come back the next day to collect his vehicle (which is his only source of income).
He came running to me for help. I requested the BSF people that neither I was aware of the fact that taking a rickshaw inside is illegal nor was the rickshaw puller aware of this rule. But the BSF personnel told me not to interfere in the matter, When I visited Hoshiarpur again on July 23, the same rickshaw puller told me that the BSF people gave his rickshaw back only after taking Rs 30 from him. I fully agree that the rickshaw puller was in the wrong. But a wrong cannot become a right by paying Rs 30 to the security personnel.
