Dear Secretary Baker:

The recent events in Eastern Europe, South Africa, and Nicaragua, Clearly demonstrated that U.S. encouragement of self-determination and home rules has a real and immediate impact on the cause of democracy.

I would like for you or an appropriate state department representative to outline for me U.S. action regarding the Sikh efforts to attain home rule and/or independence in the Punjab.

Specifically, what action do you plan to take the pressure the government of India to: stop extrajudicial assaults and Killings in the Punjab account for the thousands of Sikhs who have disappeared ‘over the past few years? Stop the use of torture and other barbaric means of interrogation of prisoners.

I would also like to know if in your estimation, changes resulting from the recent Indian election will cause a lessening of tension and greater cooperation between the Hindu majority and the Sikh minority in India.
