President R. Venkataraman said in his Republic Day message that every citizen of India has the right to cast his/her vote and that too judiciously.

Perhaps the local administration of Ludhiana as well as the machinery responsible for enrolling citizens as voters do not want to accept us the 400 odd families, comprising about 2,500 odd voters who have migrated to Ludhiana, from different parts of the country after the 1984 riots, as citizens of India. Otherwise, the agencies who visited our next door posh colonies must have visited our colony and enrolled all eligible persons as voters. Much to our disappointment our forms No 6 duly completed were rejected by the admiration on flimsy grounds, and now we are told to appear individually before the election officer after executing an affidavit, duly attested by the patwari of the area, together with late fee. Is there anyone who can enlighten the deprived lot of us as to why we are being penalized for no fault of ours? Is it practically possible to parade over 2,000 males and females in front of the election officer?
