JOURNALIST: Mr. Ambassador, Norway has asked India to help trace a cargo of heavy water, which can be used for making atomic bomb that was illegally rerouted to Bombay.

JOURNALIST: Since India has consistently refused to sign the nuclear nonproliferation treaty, heavy water cannot be legally exported to India.
AMBASSADOR: Very correct.
JOURNALIST: Do you think India illegally secured the heavy water for its own use or simply smuggled it for the Soviet Union?

JOURNALIST: Do you think he will now issue another Hukamnama to stop the Sarbat Khalsa Convention called by the Panthic Committee on the Diwali occasion?
