I am writing to you on behalf of Daya Singh Sandhu, his wife, Kamalject Kaur, and their six-year-old son.

As President of the Council of Khalistan, 1 am very aware of the ongoing persecution of Sikhs by the brutal Indian regime, Kuldeep Singh, a Sikh from Germany who was returned to India last year, was met at the airport by security forces and killed, I urge you not to send them back to India. If they are returned, they will be in grave danger. Daya Singh Sandhu, who is active in the struggle to liberate Khalistan, the independent Sikh country declared on October7, 1987, is certain to be killed in a fake encounter; This is a standard Indian police method of eliminating Sikhs and other minorities. The police murder someone, and then subsequently declare that he died in an “encounter” with the police. This practice is accepted, even encouraged, by the Indian regime. According to a State Department report, between 1991 and 1993, the Indian regime paid over 41,000 cash bounties to police officers for killing Sikhs. Daya Singh Sandhu and Kamaljeet Kaur are virtually certain to become victim’s of arbitrary arrest, detention, and persecution.1am sure that they would be subjected to torture under trumped-up charges. Simranjit Singh Mann, the most popular Sikh leader in Khalistan and himself a victim of the Indian regime’s repression, has strongly urged that Sandhtt not be sent back to India, He is contacting the American Ambassador to India seeking that Sandhu be permitted to remain in the United States because he is certain to be killed in a fake encounter.
